Dear Reader,
The much-anticipated climate talks in COP29, Baku sparked anger and disappointment in the Global South. The sanctioned amount of USD 300 billion annually by 2035 from developed to developing countries is a far cry from the USD 1.3 trillion needed, diminishing trust in multilateral efforts and leaving a rapidly warming world hanging by a thread.
The deal was met with strong criticism from several developing countries, including India, whose representative called the sum “paltry” and unable to address the “enormity of the challenge we all face.”
TERI, too, voiced its concerns over the developments in Baku, calling for rebuilding trust and strengthening the principles of Common but Differentiated Responsibilities and Respective Capabilities (CBDR-RC). At the same time, it hosted several side events in Baku in a bid to usher transition to a cleaner and sustainable future.

India’s commitment to a clean energy transition is widely acknowledged, with the National Green Hydrogen Mission standing as a cornerstone of this endeavour. Recognizing hydrogen’s transformative potential, many states are championing hydrogen initiatives to support decarbonization across critical sectors. In alignment with this national goal, TERI has prepared a policy brief titled “Green Hydrogen - Path to Decarbonization” focusing on how hydrogen can strategically contribute to India’s clean energy transition in the hard-to-abate sectors of industry and transportation.

The study aimed at creating a roadmap for the electrification of the Mail Motor Service (MMS) fleet in six major Indian cities. While the insights and recommendations primarily focus on MMS operations in these cities, the document can also serve as a policy guide for large fleet owners, both in the public and private sectors.

All Eyes on Baku and the Climate Finance Goal
"With developing countries burdened by the climate crisis they did not cause, the critical question is whether negotiations on global climate finance will deliver outcomes or just promises,” write Dr Vibha Dhawan, Director General, and Dr Shailly Kedia, Associate Director, TERI in their op-ed for The Hindu.

What COP29 Needs to Do on Climate Finance Goals
"If timely climate investments are not made, the stability of the global economic order itself may be prone to climate-induced risks. The outcome of COP29 in terms of climate finance, therefore, could only be the beginning of the finance agenda. It better be firm and forward-looking,” writes Dr Manish Kumar Shrivastava in his op-ed for Hindustan Times.

Tweak Climate Finance Goals for Inclusive Carbon Market
"COP29 has the potential to make a lasting impact. By prioritizing inclusive climate finance mechanisms that cater to diverse economic contexts, the conference can demonstrate that climate action does not have to come at the expense of development. The hope is that negotiators will establish policies that empower emerging economies to achieve climate resilience on their own terms, rather than imposing mandates that prioritize the agendas of wealthier countries,” write Mr Sayanta Ghosh, Associate Fellow and Dr Jitendra Vir Sharma, Senior Director, TERI, in their co-authored article for Hindustan Times.
