The 22nd edition of the World Sustainable Development Summit brought together leading representatives from international organizations, government, business and industry, research and academia, civil society, and youth to deliberate on the modus operandi required for ‘Mainstreaming Sustainable Development and Climate Resilience for Collective Action’.

In his message at the inaugural session of WSDS 2023, Hon’ble Prime Minister Mr Narendra Modi underscored how environment conservation is a commitment and not a compulsion for India.

Held at the India Habitat Centre, the delegates at the Summit deliberated upon several key issues as well as thematic areas centered around this year’s theme.

‘We can never achieve net-zero or 1.5 degree Celsius goal without bringing in forests as part of the mitigation solution,’ said Dr Bharrat Jagdeo, Vice President, Republic of Guyana at the opening session of the WSDS.



‘The vision of correcting ecological wrong into ecological harmony is taking shape and is being reflected in the grassroots,’ Mr Bhupender Yadav, Union Minister for Environment, Forest and Climate Change at the WSDS inaugural session in which Dr Sultan Al Jaber, COP28 President Designate asserted: ‘The goal of keeping 1.5 degree Celsius alive is just non-negotiable'.



‘The Global Stocktake is an opportunity to course correct. The response to the Global Stocktake has the greatest value. We are far from where we need to be,’ Mr Simon Stiell, Executive Secretary, UNFCCC at the session on COP28 Compass. Speaking at the same session, Mr Naseer Ahamed, Minister of Environment, Sri Lanka said: ‘The question now is how to populate the (Loss and Damage) fund and how to disburse it.’



‘What is remarkable about global politics right now is that we are in the midst of fundamental change. We are at the end of a North Atlantic world, we are in the beginning of a true multilateral world,' said Mr Jeffrey Sachs, Professor, Earth Institute and Columbia University, who was a speaker at multiple sessions at the Summit.



‘Any Green Development Pact requires a major behavioural change in terms of the consumption pattern, in terms of community and individual action, long- term financing, restructuring of institutions to allow the finance to flow,’ said Mr Amitabh Kant, G20 Sherpa at the session on ‘G20 Leadership for a Green Development Pact’.



A 10-point Act4Earth Manifesto, which encapsulated the key messages emerging from the Summit deliberations, was presented at the Summit. The theme of the 2024 edition of the World Sustainable Development Summit - ‘Leadership for Sustainable Development and Climate Justice’ - was unveiled at the valedictory session.

  In Memoriam

In the passing of Ambassador Chandrashekhar Dasgupta, Distinguished Fellow Emeritus - TERI, the institution has lost an enduring source of knowledge and guidance, and a mentor to a generation of researchers. A career diplomat, Ambassador Dasgupta was also a climate negotiator for many years and played a pivotal part in putting forth the perspectives of the Global South at inter-governmental platforms. A strong voice for global climate action, Ambassador Dasgupta was the Vice Chairman, Inter-governmental Negotiating Committee on Climate Change and leader of the Indian delegation to INCC (1991-92). He was also Vice Chairman, Preparatory Committee for the UN Conference on Environment and Development (UNCED) (1991-92).

A recipient of the Padma Bhushan, Ambassador Dasgupta was the author of two books -- ‘War and Diplomacy in Kashmir 1947-48' and ‘India and the Bangladesh Liberation War’.

We, at TERI, will deeply miss his wisdom, grace and kindness. We share with the Dasgupta family the sense of irreplaceable loss.

An assessment of avoided CO2 emissions during construction maintenance, and operation of national highways



TERI, Council of Scientific and Industrial Research, Indian Institute of Petroleum and IORA Ecological Solutions launched a report on ‘An Assessment of Avoided CO2 Emissions during Construction Maintenance and Operation of National Highways’ which focuses on the detailed guidance of estimating tonnes of CO2 avoided per km of National Highways that can then help form the basis for tracking CO2 emitted or avoided due to these activities.

Emissions Reduction and Beyond: A Capgemini-TERI Concept Note




TERI along with Capegemini launched a joint concept note titled ‘Emissions Reductions and Beyond’ at the World Sustainable Development Summit which showcases the combined perspectives of the two organizations on the climate change crisis, the need for systemic overhauls, industry preparedness, and their institutional offerings to help the industry overcome associated challenges in hope for a sustainable future.

Youth Climate Conclave


The fourth edition of the Youth Climate Conclave (YCC) was organized from February 19 – 21, 2023 ahead of the World Sustainable Development Summit to deliberate on the most pressing climate change issues and the ways in which youth can contribute across spheres for urgent climate action. The winners of the debate and photography competition held as part of YCC were announced at the Youth Plenary.
